The FSFE Act, standing for Free Software for Free Education, was moved twice, having been returned due to receiving an equal number of votes for and against. There were originally allegations of corruption due to the nature of the recommended operating system, which were eventually solved. It went as follows:

Under this bill schools will be encouraged to have their computers run free and open source operating systems, with free BooOS DVDs supplied to all schools, rather than the costly proprietary Doors OS. Naturally schools would therefore require less funding as they would no longer incur licensing costs. Schools will still be free to choose what operating systems their computers run, however they will receive no license rebates or funding from the government. The money saved from this will go towards better hardware for said software to run on, allowing more powerful programs to be run.
